They have cold zaru soba noodle here for $12.50, and the friend (katsu) meat items or sets start around $15.  Typically no queue, even during weekday lunch hour.  Plenty of seating in H-mart’s food court.

A lovely store in H MART food court owned by AAPI that has great ramen and yummy katsu. The to-go box is very practical and easy to eat. The spicy ramen is in the level I can cope with. Love it!
